Norwell's $6.4 million provisional library construction grant, which was awarded in July through the Massachusetts Public Library Construction Program, is contingent on approval of local funding. In order to receive the grant and move forward with the project, a 2/3 majority vote is required at the Special Town Meeting on December 4th AND a majority vote at the Debt Exclusion Override Election on December 9th.
